SCHOOL CONDITIONS: HOW TO FILE A WILLIAMS COMPLAINT
State law requires that every school district provide
a uniform complaint process for complaints regarding:
1) insufficient instructional materials,
2) unsafe or unhealthy facility conditions, and
3) teacher vacancies and misassignments. A Williams complaint can be filed by ANYONE including any student, parent, school employee, organization or community member.

Knowledge of youth rights is an important tool for protecting yourself against abuses by police, school officials, and other adults. Youth have a lot of rights under state and federal laws.

The First Amendment of the U.S. Constitution and Article
1, Section 2 of the California Constitution guarantee freedom of speech and freedom of the press to all people, including students. In addition, two special laws in California specifically protect students’ rights of freedom of speech and freedom of the press at school.
